The Senate approves the Law on Border Development

The Senate of the Republic approved this Friday in a single reading and in an extraordinary session, the law that extends the period of fiscal exemptions provided in Law no. 28-01 which creates a special border development area.

Senator Faride Raful (National District) asked the Senate plenary to include this piece in the order of business for this session and to release it. The song was approved with the 28 senators present in today’s session.

During his intervention in the session, the legislator Raful reported this the members of the commission decided not to accept the changes brought to the initiative mentioned by the Chamber of Deputies.

The legislative article aims at extending the tax exemption period granted to companies classified by Law no. 28-01, of February 1, 2001, which creates a special border development area, which includes the provinces of Pedernales, Independencia, Elías Piña, Dajabón, Monte Cristi, Santiago Rodríguez and Bahoruco, as amended by Law no. 263-05 of April 5, 2005.

The draft also provides for a 50% reduction of any other tax, rate or contribution in force to date or which may be established in the future, while the 30 years are in force for the exemptions provided for in this law.

This law also stipulates that industrial, agro-industrial, agricultural, metal-mechanical, free zone, tourism, metallurgical and energy companies and all types of companies permitted by established Dominican laws and which are established in the future and operating within the provinces Pedernales, Independencia, Elías Piña, Dajabón, Monte Cristi, Santiago Rodríguez and Bahoruco, They will enjoy a one hundred percent exemption from the payment of internal taxes, customs duties for raw materials, equipment and machinery.

Law no. 28-01 sets deadlines for tax exemptions provided for in the same way, so that on 1 February the period of tax exemption for companies under this special scheme expires.

The legislative piece belongs to the Chamber of Deputies, which must know the original draft, because it was sanctioned and presented by senators before February 1, 2021.

This project is written by Senators Dionis Sánchez (Pedernales); Antonio Marte (Santiago Rodríguez); and David Sosa (Dajabón), who has two points of difference with Law 28-01: the extension of the current mandate and the reconfiguration of the board that will govern it.

Prior to the approval, the President of the Upper House, Eduardo Estrella (Santiago), exhausted a turn and highlighted the work carried out by the Senate Finance Committee.

“As a defender of the Dominican border, it is extremely important and vital in a situation where the country is facing to approve this law. The country’s border could not be left without this law, “he said.

The senators sanctioned, in a single reading, the loan agreement signed between the Dominican Republic and the Inter-American Development Bank (IDB) to finance the Program for the expansion of networks and reduction of electrical technical losses in distribution for an amount of 155 million dollars.

This piece aims to support the first stage of the Master Plan for the expansion of the distribution system in the southern electricity distribution company (EDESUR), by reducing technical losses, providing greater continuity and quality of supply by building new distribution stations and their points and rehabilitation.

The initiative, sent by the Executive Branch, was sanctioned with the favorable vote of 18 senators out of 27 who were present at that time.

In a single reading, lawmakers sanctioned several diplomatic appointments, including that of Lourdes Gisela Antonia Victoria-Kurse as ambassador to the Slovak Republic.

In addition, the diplomatic appointment of Angie Shaquira Martínez Tejeda, in Jamaica, and the appointment of Manuel Ernesto Polanco Salvador in the Republic of Paraguay.

During the session, the senators also ratified the diplomatic appointment of Fausto Rafael Liz Quiñones in the Republic of Chile and ratified the diplomatic appointment of Miguel Ángel Prestol González in the Portuguese Republic. The appointment of Claudio Miguel Marte González to the multinational state of Bolivia was also sanctioned.

In the second reading, the bill designating the secondary school in the municipal district of Yerba Buena, Hato Mayor province, the initiative of Senator Dr. Cristóbal Castillo, was known as “Juan Ramón Díaz”.
