The judge’s ruling reverses the demotion of former Milwaukee police chief Alfonso Morales

MILWAUKEE – MILWAUKEE – A judge has overturned the Fire and Police Commission decision to demote former Milwaukee Police Chief Alfonso Morales.

Judge Christopher Foley of the Milwaukee County District Court said the Milwaukee Fire and Police Commission’s decision to demote Morales from police chief to captain was incorrect.

“Clearly this whole process was flawed,” Judge Foley wrote.

The judge said he acknowledged that this could create a situation where there are two chiefs. However, he reports that problem to the fire and police commission so they sort things out.

With this decision, Judge Foley says the trial must start all over. If the FPC chooses to attempt to demote Chief Morales again, they must go through all the steps again.

The FPC must give Morales his due process, said Foley, who the judge claimed was taken from him the first time.

After the earlier decision to relegate, Morales retired alone. However, it is not certain whether that means returning to the department.
