Governor Wanda Vázquez Garced granted 31 executive leniencies, including 19 total pardons for those who are no longer convicted. Most of these are people who have already served their sentence, so they can ask to have a clear record. In other cases, they are people who have been in the free community for some time, fulfilling all the conditions imposed by the conditional free council in a satisfactory manner.

Although usually a former convict can delete his file after five years of serving his sentence, in many of these cases people have shown a desire to improve by graduating from university degrees or already being reintegrated into the world of work. In this way, this process is accelerated.

The first executive also granted a minimum of three switches so that these people could be assessed by the Parole Board and granted nine conditional pardons.

“These actions have been carefully, responsibly and in accordance with our constitutional authority and with the advantage of having perspective from the various positions we have held in the Puerto Rican justice system. I strongly believe in law and order and that every action has consequences, but I also know that many people have the opportunity and the commitment to rehabilitate and improve, and this is the opportunity I give today. Among the sins granted, Ashley M. Torres Feliciano stands out in the form of conditional pardon. Torres Feliciano had been sentenced to 111 years in prison.

“After a thorough analysis of the circumstances of her case, I grant Ashley M. Torres Feliciano a conditional pardon for a period of ten years from the date of signing this pardon,” the document states, adding that he must remain in his residence under house arrest. for one year electronically monitored so that he can adapt to life outside prison and then have to comply with being in his residence between 21:00 and 06:00, and not commit a crime or use controlled substances, among other conditions. Once the conditions are met, he could delete his record.

Likewise, Sharelys López Pérez, a nurse accused of sexually abusing two teenagers under her accusation in a residential institution of the Administration for Mental Health and Anti-Addiction Services (Assmca), which on July 30, 2013 was sentenced to execution With 15 years in prison, the first executive granted her a conditional pardon for a period of five years, fulfilling the restrictions that include being in her residence between 21:00 and 06:00, among other things that, if she did not comply, the pardon will be revoked. .

The governor also granted executive leniency under conditional pardon to Edwin Domínguez Torres, who had been sentenced to eight years and one day in prison. The leniency is for four years, with various conditions, such as not communicating, not addressing or interacting, directly or indirectly, or by any means of communication or electronically, with the injured parties or their families and remain in custody. at home for a period of two years, among other restrictions. Noting that any breach of the conditions would lead to the revocation of the conditional pardon.

In addition to these consolations, the governor included nine total pardons that were a correction of the conditional pardons granted by former Governor Alejandro García Padilla and did not have the language necessary to clarify that, once the conditions were met, it would become a pardon. full.
