Julio Olivo said he eliminated IT staff in connection with the attempted attack. Magistrate Guillermo Wellman said the system is secure with a padlock.
Supreme Electoral Court (TSE) Judge Julio Olivo said he could have internal attacks during tomorrow’s election, as confirmed by the collegiate private security company.
“We have an internal enemy, it must be said, the company that manages security told us that in over 90% and all companies have agreed, the attacks we can suffer are internal,” the magistrate said in an interview this morning. Yesterday.

Olivo commented that in a meeting of the collegiate body, he suggested to the magistrates to engage more private security, as it might be necessary if the President of the Republic, Nayib Bukele, had ordered the National Civil Police (PNC) to magistrate or for a person to have access to and disconnect the transmission system at the National Center for Electoral Results Processing (CNPRE).
Private security, he said, could counter any aggression emanating from the PNC.
“The doubt comes, remember, that they deprived us of our freedom, they kidnapped us and the Police had a role in which they practically gave security to the kidnappers, because they wanted to force us to register candidates that even the Constitutional Chamber he had the courage to say that they could not be registered, like Mr. (Walter) Araujo “, said Olivo.
The magistrate explained that on the day of the first technology test, on February 7, the EST staff prepared the system so as not to reveal the results and that it was observed from the outside that it did not work, a sabotage that the executed person who was removed from the position of the IT committee and in possession of the system codes and passwords.
This situation has caused them problems in the test, but he said that now, when international organizations are already intervening, it will be different, where the Electoral Supervisory Board and the Spanish National Cryptological Center are expected to check whether the system is closed.
“We are still removing the staff, we are moving them from one place to another, people trusted by these people (the director of the IT committee), in fact we had to call the electoral prosecutor (on the day of the test), you can ask the Prosecutor General that the prosecutor there had a courageous action, because she was the one who helped us to get the passwords and source codes of a subject who came into possession of these passwords “, said Olivo.

He also commented that at the moment, the software that will be used in the elections is ready for the transmission, processing and dissemination of the results, as well as the software that is on the computer that will be used by the Voting Councils. (JRV).
In the case of the international audit, he stated that it cost $ 19,000, but that the company that was to perform it required the system codes and passwords, which would leave him vulnerable, which is why the magistrates did not reach a collegial agreement and did not approve its development.

Pretty padlock system
In the same interview, the EST magistrate, Guillermo Wellman, said that the system that will be used in the elections has enough locks, so that the population can be sure that the process will be transparent.
“Only the Office of the Attorney General of the Republic will appoint more than 1,800 delegates who will ensure that this electoral process falls within all legal measures and that permanent oversight ensures that this electoral event cannot and will not be changed,” Wellman said.
He added that he was accused of cheating in elections, such as Magistrate Olivo, which is not true because they have always worked under the law.
He also said that there are more than 3,000 international observers who will monitor the evolution of the elections, one of the main ones being the Spanish National Cryptology Center, which will provide cyber security to the computer system to prevent its change, in addition to EU election observers. European, who arrived two weeks ago to observe the computerized process.
Since last Wednesday, the Organization of American States (OAS) Observation Mission has also looked at the system that will be used in the elections.

Technological performance
Tomorrow, TSE will use mass technology, where each JRV will be equipped with a technology box containing a laptop, a specific charger, an HDMI cable (to connect the projector to be used when counting) and a scanner. They will also provide you with an additional package of extensions, tape and foil to print the pre-recording.
They will also have a UPS to protect the equipment from any power outages and for safety, if there is an interruption at the time of the examination, court technicians explained.
“It is validated with a padlock and secured. The program to be developed is very simple, it is a basic program only to register the votes when the count is done, it is elementary, over 140,000 people have already been trained to be able to act in JRV “, indicated the magistrate Wellman.
He also commented that they receive support from the International Foundation for Electoral Systems (Ifes), a collaboration of the United States Agency for International Development (USAID), which monitors the computer system.
To support the IT equipment, the TSE has allocated one support person for every 10 JRVs, to be able to assist them in the event of a system failure to be used.
When the laptop is turned on in JRV, the system will open immediately and will have to scan the DUI of the president, secretary, voice and other members, then record the number of ballots delivered to voters, the rest and unused, then record each ballot. vote with their respective notes.
Then enter the number of invalid votes, abstentions and contested and missing votes. The minutes will then be printed and then the original signed and stamped preliminary closure will be scanned.
