Counter-Strike: Global Offensive changed its rules for competitiveness players who have been banned from violating Valve’s anti-cheating system. Previously, those the bans were permanent; now players who have been banned from VAC violations in the past can compete in Valve-sponsored events in specific circumstances.

In a post on CS: GO BLOGS earlier this week about the game’s upcoming major regional rankings (RMR) season, Valve wrote this

Previously, a VAC ban would disqualify a player from an event only if he or she was received less than 5 years in advance, or if he or she was received at any time after their first participation in a Valve-sponsored event (e.g., after who participated in a qualifier for an RMR event). Keep in mind that VAC bans remain in place with all their other effects; the only change is how they influence your eligibility to play in Valve-sponsored events.
