José Luis Dalmau submits the first eight bills to the Senate

The draft of the President of the Senate, José Luis Dalmau Santiago, presented as the first bill of the four-year period the measure aimed at creating the Comprehensive Health Plan of the Commonwealth of Puerto Rico.

One of them, the Senate Bill 2, states that the Health Insurance Administration (ASES) will be the sole payer, without the intermediation of an insurer, for health care reform patients receiving services from the Medical Services Administration (ASEM), the Cardiovascular Center in Puerto Rico and the Caribbean, Comprehensive Cancer Center, Pediatric University Hospital, University Hospital for Adults, Dr. Ramón Ruiz Arnau de Bayamón University Hospital and the Puerto Rico Medical Emergency Corps. Therefore, ASES will be required to pay directly.

With regard to the 120-page Senate Bill 1, it states that the new public health policy will create the Central Administration of the Comprehensive Health Plan of Puerto Rico, a public corporation that will implement and administer the Health Plan. Comprehensive Health Plan of Puerto Rico, establishes the Board of Pharmacology and establishes the Fund for the Comprehensive Health Plan of Puerto Rico.

The Senate Bill 4, also from Dalmau Santiago, would require some locals to have an automatic defibrillator, such as private schools. Law 141-2008, which regulates the availability of these devices in certain places, establishes availability criteria depending on the capacity of stadiums and sports centers, places for private shows and entertainment, private universities, conference rooms, industries, factories, shopping centers. .

With the proposed new law, all these facilities, regardless of their human capacity, should have at least one automatic defibrillator.

The Senate Bill 6 provides for the creation of the Bureau of Markets and Competition, as a public body, and the elimination of the Bureau for Monopolistic Affairs within the Department of Justice.

The purpose of the Office is to guarantee, maintain and promote the proper functioning, transparency and effective competition in all industries, enterprises and productive sectors, for the benefit of consumers and users.”, Read the explanatory memorandum.

The new entity would have “total independence from the government,” the bill says, and “will ensure the uniform application of competition laws, regulations, and statutes in Puerto Rico.”

The Senate Bill 8 creates the 21st Century Law on the Development of Mathematics and Science Teachers. As part of the measure, it would have created the School Exemption Program for students in science, math and engineering.
