In a decision at first instance, the Comptroller General issued a judgment with fiscal liability in the amount of 71,674 million pesos, as a matter of serious guilt, against the former governor of Córdoba Alejandro José Lyons Muskus and other officials and former officials of the Government of Córdoba, on behalf of the so-called “Hemophilia poster”.
In this case, irregular payments of billions of pesos were made from the department’s budget for alleged patients with haemophilia who were in fact in good health or who never existed.

To commit fraud, explained the controller, and assistance false documents such as medical records, medical orders and laboratory tests, among others. Despite this, Lyon is still free in Miami (USA).
The first instance decision also covers four former health secretaries of the department, three medical auditors, two coordinators and IPS Unidos por su Bienestar and San José de la Sábana, with their respective legal representatives.

In accordance with the fiscal decision issued by the Office of the intersectoral delegated controller no. 2 of the Special Investigation Unit against Corruption, were declared fiscally responsible, in addition to Lyon:
Alfredo José Aruachán Narváez, as Secretary for Development
of health in Córdoba; Alexis José Gaines Acuña, as Secretary for Health Development of Córdoba; Edwin Preciado Lorduy, as Secretary of Development of
Cordoba Health; Juan Carlos Cervantes Ruiz, as Secretary of Development of
Health in Córdoba; Alfredo Ignacio Ceballos Blanco, as coordinator of the plan
Extended immunizations (IAPs).
Adalberto Rafael Carrascal Barón, as CAM coordinator of the Ministry of Health Development of Córdoba, was also sanctioned; Juan David Náder Chejne, medical auditor; Marcela Sofía Suárez Luna, medical auditor; Mayda Gómez Ochoa, medical auditor; IPS Unidos por su Bienestar SAS and its legal representative, Guillermo José Pérez Arcila; and IPS San José de la Sabana SAS and its legal representative, Rubén Darío Guerra Gil.
