The Chamber of Deputies signed the law on Tuesday amending the law that created the National Institute of Drinking Water (Inapa), thus allowing Wellington Arnaud to officially lead this body.
This amendment means an amendment to Article 7 of Law 59-94, giving the possibility that Inapa can be directed “by a professional with recognized experience in the country”. Previously, only someone with a degree in sanitary engineering could hold this position.
Given the fact that the Senate of the Republic made changes, the plenary session of the deputies had to know again the project, which ended up being approved with 114 votes in favor and three against.
The draft was first known to the Chamber of Deputies in August 2020, and was subsequently justified by the Presidency, with a statement stating the reasons why Arnaud should be the director of the entity.
This decision provoked criticism, mainly from engineers, since Arnaud does not have this university degree. During all this time he was interim director. Wellington Arnaud has a law degree.
In this regard, the President of the Senate, Eduardo Estrella, assured that the College of Engineers, Architects and Surveyors (CODIA) agreed with the approval of the legislative piece.
“I want to emphasize, for the knowledge of all senators, that the key point that was at the appointment of the director of Inapa, the College of Engineers, Architects and Surveyors, came its president and brought a communication where they agreed to approve this law,” he said. said Estrella.
The law will now pass to the executive, which has the power to respect or promulgate it.
