This is the order that the Constitutional Chamber reiterated to President Nayib Bukele and the heads of the Autonomous Port Executive Commission, Federico Anliker, and of the General Directorate for Migration and Aliens, Ricardo Cucalón.

The chamber reminds him that the Constitution prohibits Salvadorans from entering its territory at a time when Bukele has ordered people in the United Kingdom and South Africa, countries affected by a new strain of COVID-19, not to enter.

Magistrates remind the president and his officials that Salvadoran laws have preventive and health measures that do not involve violating the human rights of Salvadorans.

For this reason, the Chamber orders Foreign Minister Alexandra Hill to “adopt without delay” “consular, diplomatic or humanitarian mechanisms for Salvadorans who are imprisoned or in a vulnerable situation in countries where traffic restrictions have been adopted.”

Similarly, the minister must respond “promptly, efficiently and jointly” to requests for information or assistance that these compatriots make in the consulate network.

This is the second time the Chamber has ordered Bukele not to prevent the return of Salvadorans, after El Salvador International Airport resumed passenger flights on September 19, 2020, but the Bukele government ordered no passengers. without proof that the anti-covid test had been taken.
