Recapitulating, Bukele points out the violation of Articles 85 and 135 of the Constitution, in the sense that the Assembly should have complied with “the principles of representative democracy and publicity that should have been reflected under the involvement of the President of the Republic and the Armed Forces in the Culture and Education Commission.
He also vetoed the unconstitutional Legislative Decree 810, approved on January 7, 2021, which contains “Transitional provision to guarantee the payment of compensation to former employees of the late ANTEL, who have not yet received the benefit.”
In addition, it returned Legislative Decree 809, approved on 7 January 2021, which contains “Special provisions for incentives for the use of bicycles as a means of transport”.
