The White House issued an executive order that reversed several Trump actions in one fell swoop. Among those targeted were the orders on architecture and funding assessments for “lawless zones,” as well as measures limiting labor rights for civilian Pentagon workers and rolling back the rules during the pandemic.
Trump signed a five-page memo in September ordering the heads of federal agencies to file a report with the Office of Management and Budget listing all federal funds provided to Seattle, Portland, New York City and Washington, DC, with the potential to make those jurisdictions federal money.
The move came after major protests against racial injustice took place in each of those cities over the summer, with protests in Portland, in particular, turning violent at times. Trump used those demonstrations as a rallying cry in support of law enforcement, which had come under criticism after a wave of police killings of black people.

Biden separately reversed a Trump proclamation that was renewed twice that suspended the issuance of H-1B visas, H-2B visas, H-4 visas, L-1 visas, and certain J-1 visas. The former president had extended those restrictions until the end of March before leaving office.
The Trump administration argued that the visa bans were necessary during the coronavirus pandemic to ensure American workers were protected while the economy slowly recovered. But by repealing the measure, Biden argued that it had damaged the country, in part “by preventing certain relatives of US citizens and lawful permanent residents from joining their families here.
“It also harms industries in the United States that use talent from around the world,” Biden said in the recall.
Much of Biden’s actions during the first month of his presidency were aimed at undoing the actions of his predecessor. He reversed Trump’s decisions to leave the Paris and World Health Organization climate accords, revoked a permit for the Keystone XL pipeline and issued an injunction to bolster the Delayed Action Program for the Arrival of Children after Trump to end.
