On October 27 of the previous year, ALAC filed a lawsuit against Executive Agreement no. 350, of September 19, 2020, issued by the President of the Republic, consisting in the appointment of Mr. Douglas Pablo Rodríguez Fuentes as President of the Reserved Central Bank, in order not to prove the attitudes or requirements required by law, in this case, the Organic Law of BCR .

Requirements to be met by anyone appointed to this position include proof of at least 10 years of economic experience. According to the lawsuit, Rodríguez Fuentes does not have or has the academic technical experience required by the position.

Specifically, the first paragraph of Article 10 of the BCR Organic Law stipulates that, in order to be appointed a member of BCR’s board of directors, the designated person must “have notable economic and financial powers”; while the second paragraph of art. 25, stipulates that the chairman of the BCR Board of Directors, “in addition to the requirements set out in Article 10 of this law, must have at least ten years of experience in economic and financial matters.

Rodríguez was appointed president of BCR on September 19, after the removal of Nicolás Martínez, after appearing before deputies and claiming that the government of Nayib Bukele had more than 3 billion dollars to participate in the emergency due to the COVID pandemic 19 This contradicted the government’s version that they had no resources, so they launched a campaign against MPs.
