Out-of-state travelers who want California may soon be lucky. A number of policy changes indicate that California could soon allow out-of-state guests who are fully vaccinated against COVID-19 to visit the many theme parks in Southern California.
As mentioned by Twitter user Leslie HarveyThe California plan for a safer economy was unabashedly updated on April 19th.

An additional document to the document states that “fully vaccinated persons from outside the state may visit or participate in activities or events that are limited to visitors from the state.” At this time, both Disneyland Resort and Universal Studios Hollywood fall into the Tier 3 / Moderate category, allowing guests from the state to visit the theme parks.

Disneyland Resort and Universal Studios Hollywood have not yet announced any changes to their ticketing policy, but Sea World San Diego, which reopened on April 12, now allows guests from outside the state to provide proof of complete vaccination.
Universal Studios Hollywood reopened on April 16. Disneyland Resort will reopen on April 30.
