He pointed out that when checking the election results of July 2020, it can be seen that the Modern Revolutionary (PRM) and Dominican Liberation (PLD) parties maintain a predominance by constantly exceeding 5% in the three electoral levels, with which he claims to benefit from 80 % of resources allocated by the state.
He points out, however, that in the case of the Dominican Revolutionary Party (PRD) and the People’s Force (FP), the special situation arises that at different levels of the elections both institutions reach 5%.
“Namely: PRD obtained 5.55% at the level of delegations and FP, 5.69 at the presidential level, both in the same electoral process,” he says.
He said that in these scenarios, taking a certain level as a reference could lead to a violation of rights, as the last elections to which the law refers involve all three levels.

While former President Leonel Fernández and the president of the Fuerza del Pueblo party, said that the plenary session of the JCE took an “unfair, irregular and unconstitutional” decision when issuing regulation 01-2021 on the distribution of state economic resources which establishes that only PRM and PLD are considered majority.

According to Law 33-18 on political parties, groups and movements, 80% of the resources contributed by the state to distribute them among political parties will be redistributed equally between PRM and PLD, as they were the only ones to exceed 5% of the votes expressed in those elections.
