JACKSONVILLE, Fla. – Jacksonville police said a “tip from an observant citizen” helped them locate 50-year-old George Kenneth Litgen after a shooting on the south side of town in which a man was seriously injured.
Neighbors told News4Jax that the victim was Litgen’s half-brother, 25-year-old Sheldon Walker. They said he was shot in the head. Police said the victim is not expected to survive.
Police confirmed that the two men have a history of domestic violence against each other.
Saturday’s shooting was reported at 3:20 a.m. in a house on Bunnell Drive. Police said a third man was in the house when the shots rang out, and neighbors told News4Jax that the half-brothers are living with an 85-year-old man.
A neighbor told News4Jax that he overheard an argument that woke him up.
“I heard someone screaming around 3 AM, and when I came out there were several police cars here; ambulance and fire came a little later, ”said Jeff Seibert. “It seems there is no place in this city where no crime is committed, so it is really surprising.”
A Jacksonville Sheriff’s Office helicopter flew over the Windy Hill neighborhood on Saturday and the K-9 unit was looking for the shooter. Police said Litgen “should be considered armed and dangerous” and told the public not to approach if they saw him.
They said someone who had seen Litgen called the tip and he was arrested on a murder warrant. The police thanked everyone who spread the word.

Walker was arrested last November on the basis of a domestic aggravated battery charge after Walker hit his half-brother over the head with a frying pan, according to JSO data. The costs were scrapped last month. He has also had other arrests.
Litgen also has a history of arrests. Among them, he spent time in prison for aggravated assault with a deadly weapon with no intent to kill in 2009, and was on a domestic battery charge in the county jail in 2016.
News4Jax has requested Litgen’s previous arrest reports to get more details in those cases.
